Product Design and Development Consultant for Boat Cover

I am seeking an industrial designer with product development experience. I have a concept for a simple tubed frame that supports boat covers. I have a working prototype, but would like a professional designer/developer to turn this concept/prototype into a practical design that can be economically brought to market.

Beyond designing said product, ideal candidate should have experience bringing multiple products from concept to market, and able to consult on product development matters such as: general product/concept suggestions, if/when to patent, licensing vs manufacturing, how to locate licensees/manufactures/distributors, etc
