Reach 10K subscribers in my new Youtube account: Guitar Lessons in English/Spanish

I have a new Youtube account, we teach how to play guitar from 0, in both languages, English/Spanish. We want to reach 10K subscribers, to monetize the channel.

I am an engineer and know there are methods to get this done, and is nothing from Mars or Jupiter.

I want to arrange a fixed-price bid, for the 10K subscribers and more than 10K views in the channel.

Note that I am not a millionaire, and not willing to pay excessive prices, but yet be fair with you. 5 stars feedback, and the same work for our Instagram and WordPress if successful.

Preferably someone from Latin America, North America, or Latin European countries, this due to language communication problems, not personal. I am native English/Spanish, so would prefer the freelancer to be it as well.
