Recreating website from scratch MERN or MEAN stack

I need a new website. (previous code can be reused, i will provide you access)
Its a online tutoring website.
this website should be done by scraping (i have already an idea of the website).
it has to be user friendly...
website should be mobile and desktop (Apple, google, firefox) friendly.
all coding should be incorporated on Github or similar.
Payments getaway will be done by paypal to our platform. Teachers will have a wallet with us so they dont need to have a paypal account at first. so its the easy version
video communication should be done by WEBRTC (code already available)
Message module (code already available)
Recording of all video sessions (code already available) but Watermark to be added.
Monitoring all message and videos (code already available but needs to be improved previously done in loopback)
possible to edit all data/text without help of dev. (code already available but needs to be improved)
creating student board where student can post their needs and teachers could reply like (stackoverflow style)
add SEO ( i will provide data/text)
add manychat too facebook page ( i will provide data/text)

Looking for experienced dev for long term relation able to be quick and cheap for new feature to be added. AGENCIES NOT WELCOME !!!!
