Relational database organizing

Im looking for someone knowledgeable in relational databases to help me organize an airtable or some kind of relational spreadsheet for a project related to solving the problem in the link below. It shouldnt take too long. Its mostly about how to organize columns to reduce the number of variables and tables needed to produce a single output.

Im open to solving this on another spresdsheet or database platform, so long as no coding id required.
