I am interested in buying and rekinning of app

My Requirements and questions :

1) I Need new color pallete for our app so Google Doesnt Ban It . I wanted new color pallete and simple Soft Interface like this . We can buy graphicriver for editing new buttons

2) I wanted to integrate a splash screen like a loading screen and then show a
Admob Fullscreen interstitial before showing the main menu .

3) there is some error while we press back button main menu . Its doesnt show exit dialogue for long time . Exit dialogue disappears fast . Can we resolve that issue ?
how much will it cost me for
UI reskin +
integrating my admob ids and sending the new Apk ?
