Seeking web designer to create CSS file and sample HTML5 pages from graphic design

We have the graphic design for a new website and we would like to create a sample page and CSS file with all the styles defined to match the graphic design.

Deliverables will be one or more CSS files and 2 HTML5 (responsive) sample pages that illustrates the use of the styles to match the graphic design.

To be included should be:
background colors
font
header bar
footer bar
drop down menus
Live chat button
large button, small button style definitions for future use.

To demonstrate the CSS and page design, implementation of a landing page with 6 subjects areas.
Subject areas will with be a link to a separate page or website (e.g. ExogenDirect, HA Ordering), or a scrollable display of text (e.g. myBV360 Team subject area).

Considerations
- Design should be responsive and optimized for desktop, tablet and smart phone
- Separation of the background image and foreground by using divs that are color semi-transparent to allow the colored divs to stack while the image scales to the screen size.
- Widely deployed, current version browsers such as Microsoft Edge, Chrome and Safari to be supported

Upon successful completion of the initial project, implementation work for additional pages (to be defined) following the same style design are anticipated.

Upon delivery to us, our internal team will implement site functionality utilizing React.js and Node.js with an enterprise database.
