(SEO) Outreach to sites that are linking to my competitors and get link back for my sites

I am using the tool and there I can get a list of sites that are linking to my competitors sites.
I would like someone to outreach to them and ask them for a link back to my sites.
I will share the sites and competitor sites and links in PM.
How confident are you that you can get links for my sites this way?
How many sites will you be able to contact and how many links will you be able to get and how much will it cost.
