Set up CI/CD pipeline

Need to set up Travis-CI pipeline for a python/flask project that should be triggered by commits and pull-requests:

- it should lint and check the quality of the code and its compliance with PEP8 and other standards using flake8;
- run unit tests;
- collect the coverage report and post it on coveralls
- push changed to the development runtime environment.
