Simple Browser + Script/soft on Windows for copy and archive specified files and vice versa

We are searching for developer, who can make simple browser + script or software for Windows 7-10.
Browser should open only our web page, but it should have expanded download/upload functionality.
When web page trigger download - browser should download zip to specified directory in windows and unpack it automatically, and give it special name.
When web page trigger upload - browser should open specified directory on Windows, after user choosing file - soft should zip it and upload to web page.

Also we need installation on windows, which would install this browser.
