Support Rust output plugin in Fluent-Bit log processor

Add support for Rust output plugins in Fluent Bit.

Fluent bit is a high performance, lightweight log processor / forwarder written using C.

Similar to how it supports output plugins created using Go, we need to build the support for Rust based output plugins.

PS:the Reason -- High performance in the core log processing components is important for us. We are using Haskell + Rust to achieve both productivity and performance. Fluent-Bit is good but doesnt have all features. We want add FFI to Rust support in fluent-bit, to enable us to add new features at will.
