Web-based application for a POC

We need someone who can create a web-based application that can run both on the web and on a tablet. We have a very crude React JS application that can be updated and polished or we can try another framework if that would be faster.

The project is a medical solutions POC that we need to get in front of prospective customers. We want something polished but also something that can be stood up very fast. We are open to another framework or option and are not married to React as the solution to display a very clean and crisp manner.

Any experience with AWS would be helpful but is not necessary.
