Web developer and Guide - Full Stack Dev for New social media platform project from scratch

Looking for an experienced full stack developer for an ongoing social media platform project.

--- Summary of Core Requirements ---
The application is a hybrid (Android, IOS, Web) location-based social network with event suggestion features:
- User login and signup option
- Register interests upon signup (same as pinterest)
- User profiles + user activity log pages
- Main screen which shows content in an infinite feed style (similar to Twitter’s home screen) and the ability to comment, upvote and downvote
- Event suggestions based on interest
- Push notifications and a notifications page for all activity and alerts related to a user’s activity
- Push notifications based on location to nearby users
- One-to-one chat between users.
- Users should be able to connect to other users

--- Criteria ---
Developer requirements
- Cost effective use of location and ratings APIs like Foursquare, Google Maps, Yelp etc to autodetect nearby venues and neighborhoods and populate content.
- Top of the line user experience, interaction and smooth app flow as per latest app standards
- Fast and optimized app performance
- Sophisticated implementations to push relevant updates live in realtime to users (e.g. comments, new posts) without having to manually refresh/excessively poll.
- Product management and design skills to co-develop and refine the app requirements.
- Full end-to-end development and deployment
- Good project management and regular updates.
- High quality of code architecture and code quality. Code reviews will be conducted externally to verify the quality of code and coding practices.

1. If you have any previous experience with social media development, please state.
2. Please share your best cost and time frame estimate for the given features.
3. Would you be creating the core app from scratch or using an existing codebase/library as a starting point for rapid development?
4. Please suggest the complete technology stack and services you would be using for the app (including for live updates, backend, database etc)

Please note there would be an NDA to sign and code rights would also need to be handed over. Also the project payments will be strictly on milestone basis (no upfront).
