Web Developer needed with API and data experience

Looking for web developer. Who can build a complete website front and back. Developer needs to be willing to sign an NDA. Some details:
-Website will need a sign up system to use website. Not logged in will be limited to home page, blog, contact us, and other general pages. Logging In will allow users to submit information, for example an address.
-Website will need to make a data library of some kind. Of the submitted addresses and information.
-Users will be able to submit an address search to see if the address submitted is in the library.
-Api connection will be required
-Need to be scalable. If thousands of users are submitting data, and also accessing that data. Process needs to be able to handle demand.
-On the back end I will need access to user profiles for general customer services changes like change information, reset passcode if needed and able to export all customer data via csv.
