Wordpress development and design implementation

Looking for Wordpress resource who in the first phase should help out with:
- Implement new site based on existing template
-- Remove functionality from original template
-- Remove all content
-- Change all SEO titles etc.
-- Changes in style sheets (colors, fonts etc.)

This work will be on fixed price. When in production, it will be work with adjustments, new functionality, changes in stylesheets etc,
