WebDeveloper Needed

I am looking for someone to help recreate my current website as it needs a lot of improvements.
Below see a list of things needed to be done.

1. I have created a mockup (only the homepage) so the freelancer who will take this job must create the site based on the psd files that i will provide.
2.Create a new blog page and a review page. No psd files will be provided in this case.In the blog i need to have a page were all articles are shown and as well a simple article page which i need to also have some widgets on the side. In regards to the review page again the same principle applies as the blog page. Inside the review the page i also need to have some action buttons which will direct the user to the offer.
3. The new site must be 100% responsive. No excuses!
4. I also need to control what content is displayed depending on the visitors device or web browser. The main purpose of the site is to promote dating services so for that reason I need to show different content in mobile and different in desktop including adding different link in the action buttons. I am not sure if this is possible with a simple plugin if it is then we just need to install it.
6. Because this is a review site showing the best options I need to be able and easily change the position of each dating service if needed.

Finally, the purpose of this site is to be translated into multiple languages. Please in your proposal include the price for additional language separately.

I have been advised that the best solution is to use bootstrap for the design and wordpress as a CMS. Therefore i am flexible and would love to hear your recommendations if any.

Please provide with a proposal only and if you dont mind to work with content and specifically dating services.
