Rewriting a medical plan to be user friendly at the 8th grade reading level

We are trying to revolutionize the technical medical plan document called an SPD required by the federal government so that it is actually useful and understandable to the lay audience for which it is intended. These documents are very lengthy documents usually 100 pages or more. We are looking at this as a possible add on to our existing business model and would require repeat work due to the numerous variations in the industry. Large project that would take discussion to get to proposal stage. Could lead to part time or full time job over time if successful. Background experiences showing likely success at such a project helpful. Quality organization around for 9 years (ERISA Pros) needs help in this area.
