Web application developer

Our company sells a SaaS application. I need to create an account management application for clients to manage their SaaS account.

This would include:

1. Billing contact and address
   
2. Add/remove users
   
3. Add/remove services from 10-12 products
   
4. Report usage of transnational priced products (i.e. user pays for 500 text messages a month, we need to show how many text messages are used monthly)
   
5. Sign (digitally) contracts and consents.

This will be very limited in scope.

I dont care if you build custom, use existing software and customize, use open source. I dont care what platform you use for the front end, but it needs to be reactive for mobile web.
We are currently using a MySQL db.
Requirements:

• Must be avail between 9am-5pm EST
  
• Must be able to create and use APIs
  
• Must have knowledge of SSL
  
• Knowledge of oracle Apex or oracle db is helpful.
