Ubiquiti network configuration for a small hotel in UK

I will have a 48 port switch set up with 10 wifi points, 10 cameras all on cat6 & 5. What I need is you to configure the system so I can create unique passwords for each user ( up to 17) and to manage how much bandwidth they get if they are using too much. Once set up I will need some support for a while I guess until I know the system.

Here is a more detailed brief of what I will do.


4 story Victorian house in the UK. One 1,000 Mbs connection will come into the house on a fibre connection from Network Connet and will into the Router
I will have 8 uap ac lite access points, two on each floor giving 300 MBS on 2.4 GHz and 850 MBS on 5 GHz to guests devices in their bedrooms.
All connected to a Patch panel

In the coworking areas, I will have 15 direct ethernet connections for guests to plug in their devices to get the full 1,000 MBS capability whilst they are at work in the day.

I am laying Cat6 cable throughout the house for each ethernet connection and Wifi access point that will be powered by POE. I will also be laying Cat5 cables for 8 CCTV cameras powered by POE from the switch.
I will install a comms cabinet and a cloud key and will set up all the hardware myself.
When the internet connection goes live early May; I am looking for someone to configure the hardware to do the following setups.
Unique user passwords for each guest when they arrive and can be cut off when they leave a month later.
To monitor each guest bandwidth usage and to limit their usage if needed, ensuring they do not take more than their fair share from the 20 max users.
Wifi access points configuring so they all work.
Firewall & security set up for network as a whole.
Downtime alert notifications to admins.
