Need Freelancer

I want to have a mobile app for ios and android for freelancing services fir my country. This will be by having two kind of registration.

Costumer entrance:
1- registration
2- choosing a service from a list or writing other
3- a brief about the needed service
4- date of the deadline
5-submit
6- freelancers offers
7- chat box to talk to free lancer
8- choose a freelancer
9- the payment will be divided into 4 sections ( the costumer can pay upon the percentage of completion) ( payment should be by card) (app will take a percentage of the payment)
10- the work can be uploaded to the app
Freelancer entrance:
1- registration
2- choose the services he/she can provide (not more than 3 services) from the list, or write in the other
3- freelancer get a notification for new jobs
4-chatbox to talk to the costumer
5-agreement
6- start of the project ,timeline , and payment percentage
7- uploads button
