Azure and windows server admin help needed

We have VMs on azure and our web application stores files outside web directory. We need to implement user roles on this VM in such a way that the access to these files is through one admin user role and IIS
We still need to keep non admin users to be able to access the VM
Currently we have one admin user shared between all developers. We need user roles and files access implemented
