Integromat app with dynamic actions and triggers

We have a Zapier app, that must be replicated in Integromat. You can check integration at apps/uproc/integrations
This app uses existing tools and triggers.
This is a marketplace with 400 data tools (and growing) and two triggers (when a list is populated with person or webtrack data).

What we need? Create and app that:
1) Authenticates with an existing api (username and password).
2) Shows two instant triggers for People/WebTrack lists. Both lists are populated in our system by several tools. New added data will be sent to Integromat by webhooks and use received data with other existing apps.
3) Loads all existing tools as actions in Integromat.
Using a tool has three steps:
- Load existing modules (geographical, personal, company...). Groups can be dynamic and must be loaded by API request.
- Load tools depending on selected module by requesting an API endpoint (all module tools and parameters will be returned)
- After selecting tool and setting up parameters, payload will be sent to API. Payload is very similar between tools, but some parameters may vary, depending on data to be processed.
- Response will be returned in real time to the tool and this will be used to feed next steps.

We need an estimation about developing app (timing and cost).
App can be developed in any language - NodeJS preferred - but we dont know if there is any restriction on this.
