Python Excel Data Manipulation, Concatenation and Analysis

I need a Python aplication that could read some xml/excel files, identify the right row in that files to start and finish to working on data (theres one defined group of rows that interest to my analisys), after that it need to create one new sheet on the same workbook with this group of informations, after that, it need change the first columms of data that has a date concatenated with hour (need to split it in two columms, one with the date other with the hour), and than save this file. This program have to be abble to do this job on all workbooks on the directory that its in. After it did this changes, the software need to create one new file concatenating the date/hour/and a specif value on one of the collumns of all files, this news file have to has the first columm with the date, the second, with the hours, and the others colums with the title of name of the file that has originated the information and their respected value, and than, on the columms of other files that dont have a value for that specif date or hour, that other have a value, it could put a 0 on the cell. After this data base construction, i want one program to run a Markowitz analysis on this data, returning what the better weight of each strategy (origin file) on the portfolio.
The project coul be composed of 3 programs:
1) Program 1: read the xml/excel origin workbooks and adapt/split the date-hour collumn;
2) Program 2: concatenate all of the specific result-value of each workbook on one spreadsheet with all dates/hours of each results, separate on collumns of each base workbook;
3)Program 3: Run the markowitz portfolio analysis.
