I need an inexpensive alternative to Twilio Programmable Voice.

I essentially want a server to call a mobile device using VoIP, and play a particular mp3/audio file upon call answering. The key difference is that this is NOT peer to peer. Its a server to a mobile.

My App is written in React Native.

I need someone who can make an API for my code, plus put all the pieces together (sip server, proxy...whatever), configure this and maintain this as well if possible.

PS: Ive tried Signalwire, it doesnt do quite what I want.
