Forum and Chat Room Developer Needed.

I am looking for someone who is an expert in developing a custom forum. Listed below are some high level requirements. I have not selected a forum platform. Would be interested to hear which platform you plan to use and why? I do need someone who speaks good English.

Restrictive Access- We dont want users sharing their Identification/log in as this will hurt our membership by allowing multiple members to log into a one persons account if the passwords were shared.
Solution- Google Authenticator for every person that enters as a second step verification code.
Every entry must be able to be tied to a membership number and preferably an IP address.


Capabilities:
Phase 1

Allows members to search for a specific country/city and identify the following categories, which are inputted by membership.
Lodging
Food
Security
Travel
Miscellaneous- Best restaurant- Type of clothes- Site seeing locations
Closed door chat room so each member can discuss
Ability to rate Prime Contractors with a Star rating 1-5
Last time log in identification
Ticker screen on the bottom for groups that will pay to market products and members can click accordingly.


Personal member identifiers
Members skill set, Communication expert..etc- This will also allow us to use their skill set in Phase 2 where we can market them to Prime Contractors.
Membership USG involvement- DOD, DoS, CIA etc
Photo/email of member if they wish. It is their choice if they want their photo and email open. This will allow membership to go directly with each other if they wish.
