Help Setup Google Smart Shopping Campaign

Im looking for someone to get a Google Smart Shopping Campaign up and running.

I have the campaign setup, and am tracking conversions and conversion amounts. I dont think I have my re marketing list setup correctly, but Im not sure.

The notification I get from AdWords is as follows.

This campaign is not running
Your remarketing list requires at least 100 active users for your ads to show. Add new active users to your remarketing list to get your ads running.
