Need a rockstar dev to develop a minimal desktop app

We are in the process of developing the beta version of our site and we are interested in finding a software developer who can create a small and simple upload utility that can be used to add media to our site.

We would like a simple field that allows users to drag and drop images into a window and once the images are loaded be able to categorize and manage those images in the users custom boards and portfolio projects.

We essentially need 9 different views:

File Upload (How users submit content to our site)
Dashboard Overview (A view where users can select between Collections of personal portfolio items and Boards for inspiration)
Boards View (If Boards is selected the boards view could be a collection of 20 different boards arranged by title and topic (i.e Cool Art, Color Pallet Inspiration, Movie Posters))
Single Board List View (When they select a Board (i.e. They will see a list of the board contents))
Single Board Image View (When they select any of those list items it will display the image)
Collection View (If Collection is selected the collection view could be a collection of 20 different personal project arranged by title and topic (i.e Nike Motion Graphics Project, Apple Watch Commercial Shoot, Tesla Brochure Designs, etc))
Single Collection List View (When they select a Collection (i.e. They will see a list of the board contents))
Single Collection Item View (When they select any of those list items it will display the image)
