Shipping Form web

We need to create a shipping form with the following requirements:
The formulas for volumetric weight calculation:
Inch/lbs
L * W * L /139
cm/kg
L * W * L /5000

For the rates, we need to import an EXCEL file with the rates (in SAR currency), and weight (in kg).. So we need the website to exchange rates in USD, and to be flexibly changing the weight unit kg to lbs.

We need to receive all data in a dashboard

So we can manage orders, and change the status of the order (New, Working on it, Sent, Closed, Canceled). Also, be able to add a note to each order.
In the dashboard, we need user company login, and be able to add more users.
