Web Development - Sports Club admin Site, With Separate Members area

We are seeking an experienced developer or agency who can implement an in-depth CMS style project, using the HMTL Admin template provided. The project is split into 2 sections/sites.

1) A CMS ADMIN SITE for users with access to change/add elements about the sports club
2) A CMS PLAYERS SITE for users(players) to sign in & sign up to a club, and can be part of many clubs
(Both of which are calling the same database)

The chosen developer/agency should be capable of taking the idea we have and the knowledge of how we want it to work, and produce an appealing and user friendly design & function across all 2 sites, with great attention to detail. Along with creating the database infrastructure based on the given specification.
From past experience we believe the project should be written in Laravel for the ease and speed of creating pages/controllers/database models and the correct procedure and conventions of coding.

We have the specification of every page needed, along with the functions and purpose of what it would need to do.
This would be handed over when the successful dev/s is selected.
We would be looking to set milestones and pay per milestone, as opposed to a one off payment on completion. This way we can have input along the way making sure the requirements are met at each stage, and also the dev/s get a multiple payments throughout the process.
