Required Oracle Database freelancer for Require Oracle Database specialist job

I am looking for oracle database specialist who have 5 years of experience in database management.
I want to install Oracle XE 11g 32bits on Windows 2012 R2

I have created in command line the database

The command 'startup' works (no error message)
But I cannot log with SQL plus, I have the error

ORA-12514: TNS:Listener does not currently know of service requested in connect descriptor.

Note: tnsping works and the service listener works.
