Toogit Instant Connect Enabled

Create a Twilio Voice API that can be easily consumed within our iOS App

Functions must do the following:
1. Create a single call
2. Create a proxy that calls that single call from a pool of Twilio numbers, avoiding number collision
3. Send an automated Skype message when our Twilio numbers are close to being fully consumed.

I'm setting the budget at $5. Please be aware that this is not our budget for this project.
