Required software development freelancer for voip phone set up job

i need a voip phone set up.

i have a signalwire account and the phone number is there.
i need it to call a voip phone.
i need voicemail for the voip phone.
i need the voip phone to be able to forward the call if the office is closed.
i would like to be able to forward more then 1 number to the voip phone.
i need the calls recorded.

i am open to installing a system to handle more then 1 voip number.
also interested in a softphone for i phones.
