I need the following app:

1. Say we have a website where news is added,
2. The app needs to know if a new entry was added and display the iOS user a notification 'css tricks added a news'.
3. The notification needs to have an option to rate 'cool' or 'I don't care'.
4. The app needs to have a registration option with access to rated notifications.
5. The app needs to display notifications only when the user is logged in.
