Required software development freelancer for Devops expert needed to deploy Docker Rails app to AWS Fargate job

We have a Rails 5 app that is already Dockerized and runs on localhost. We need an experienced Devops who knows Rails to:
1) Deploy to Amazon ECS using Fargate.
* 1 web task, 1 worker fleet (scaled task) that will poll SQS for jobs and run them
* Application load balancer with SSL certificate
* Nginx for webserver with Fargate (Private subnet) with Autoscaling by EC2 Cloudwatch metric
* Redis using AWS ElasticCache
* Postgres database using RDS

2) Create AWS CodeBuild & CodePipeline for CI/CD

3) Create Terraform HCL template for this AWS stack
