Required eCommerce freelancer for Developer needed to build a Members Ordering System job

Hi! We have a client who needs a kind of specialized but oddly simple sales site. It's members only, by invitation, only about 300 customers, ordering from a large database of products. They won't pay for their orders - invoicing and billing happens elsewhere. Once they login, they can see past orders, and order that same thing again. And when they place an order, the system generates a PO#, and then the order sits and waits for a manager to review and approve or edit the order before it is finalized. Then, the order will be sent over to the main vendor. The database of products is kind of big - like 10,000 SKUs, so we'll either need to update it automatically, or pull it live from the vendor.
Don't care if it's Shopify or what the platform is, really. Maybe there's a better solution out there I don't know about.
That's all I know from here. Looking for a developer partner we can work on for this project, and future projects.
