Required Engineering,Computer Engineering,Software Architecture freelancer for Urban Planner for new city job

Seeking an Expression of interest for Urban Design professional to create a new 'city' plan with a rural influence for a 500Ha site in relative poor region of the world. You must be able to provide relative experience of large masterplan projects that you have worked on, or provided over the past 3 years. Please do not submit projects done as a University assignment. The ability to work with relatively difficult topographic land form is important and knowledge of sustainable design will be required. At this stage I am seeking an EOI which will be shortlisted into a request for fee proposal.
