Required VPN freelancer for Setup Private VPN on Cloud job

Hi,
Looking for a sys admin to setup following using openvpn or any other vpn tools on digital ocean.
We will provide the vps with root login with the required software installed. You only need to configure it
1. Ability to add/manage users
2. ability to add whitelist url/ip /port through gui (so we can restrict what websites users can access via ip)
3. We want to restrict access to certain url/slack/skype and ip calls only.
