Required Computer Vision,Natural Language Processing,Reinforcement Learning,Supervised Learning,Neural Networks freelancer for Deep neural network in python without any framework - only pandas and numpy job

I do have a neural network which is already working on a breast cancer dataset.
This dataset is from the sklearn datasets.
It contains one target array.
Everything works find on this dataset, but i do have a real dataset which contains not only 0 and 1 values.
The task is:
- change the neural network that it works on the dataset you will get from me ( about 500 rows and 60 columns - 59 data columns and one target column.
- optimize the neural network with optimizers and regularizations
- write a LOT of comments
