Required software development freelancer for Secure RDP solution consultation job

We are looking for a secure RDP solution for Windows Server 2016 with some limitation such as :

- Can't use VPN connection
- RDP client doesn't have static IP
- RDP Gateway might not work

Some possible solution :

- Geolocation restriciton
- Secure connection via TLS / SSL
- RDP Gateway to be setup on the same server without addtional setup
- Open source WAF solution with build-in country whitelist / blocklist

You'll need to be expereince in Windows system / network admin, and RDP solution.
