Required User Interface Design freelancer for Replicate a data portal for households in US. job

I have developed with another data team a portal that is able to search and display up to 20 records with 8 endpoints (not sure of the correct term) and may add more endpoints. See additional files. I need to replicate this same portal and have it username and password protected. Need to be able to control the creation and active status of all users. As I add users to the portal I will add data to be uploaded to the server.
The current user base is low so the current database is around 100,000 records.
User portal needs to be mobile friendly.
Please provide a proposal to create and to maintain adding about 100,000 records to the database for each new user.
Any suggestions on better set up or user interface would be welcome.
I will provide login details as candidates proposals are submitted.
