Required HTML,PHP freelancer for Software developer needed to develop a complete video TV software with Linear playout job

I run an online television station. I run a 24-hour stream and I need a program that will schedule my videos and send them to my web site in a playout. I need a linear playout with integrated EPG and the ability to schedule regular programs to run at specific times.
The specs are
1. embedable into a web site
2. scheduler to schedule and run videos in a 24-hour cycle
3. Integrated EPG with ability to embed in the web site
4. video storage for VOD
5. ability to insert ads into the main video
