Required Legal freelancer for FRANCHISE GUIDE ON SELLING STATE BY STATE job

I'll start franchising my business and understand each state has different requirements. I am pretty close to completing my FDD and FA.

I am looking for a document that:
1. Ranks states from easy to difficult to franchise
2. List clear instructions on what filing or any other steps that need to be done to be able to franchise in that state. The list should include links to the webpages that provide the filling, or physical address if that is the only option.

To be clear, I am looking for
a document that makes it easy for me to decide which state to target first (the easiest to file), second, etc.
A document that provides all the information I need to start franchising, without having to go back and look for sources or steps that have to be followed.
