Required software development freelancer for PTRG / SNMP Monitoring Configuration and Consulting job

Looking for some help configuring PTRG network monitoring solution. Here is and excerpt from my network team regarding its current configuration -

1. Cisco uplink goes down - Done
2. Cannot ping outside the network - Done
3. When interfaces of Ubiquiti router goes down - Done
4. DHCP Exhaustion on Cisco configured exceeds threshold utilization of 80%
5. CPU utilization exceeds 80%
6. Memory Utilization exceeds 85%
7- High bandwidth utilization

We want to monitor cisco 3750x switches for now. Looking for consulting as well regarding additional things we should monitor. Also interested in free solutions that can be setup for monitoring.
