Required software development freelancer for Database clean up, find missing contacts prepare CSV file. job

Hi,

I have a database of roughly 10k people in a csv file maybe a third of the people are missing I need their email and phone number found I have their street address. I then need to spreadsheet to be sorted into and split into individuals as I have some addresses owned by joint people.
I need everyone to have their own line, then I need the spreadsheet to be in a csv format that can be uploaded to facebook or into another system.
