Developer needed for a mobile network VAS product embedded in billing system

I am looking for a developer/team to develop a VAS for mobile. The VAS will be embedded in the billing and signaling system. The product will be displayed on a called partys screen when a call requesting the service comes through. The service will be activated by the called party entering a code when answering to either accept or reject the request.
