Developer: Jira Core & Confluence solution for internal processes

We want to organize internal process of Management Board session on Jira Core and JIra Confluence.
Process include preparation of material (can be procedure, policy, contract, notification etc..)from initiator(s) (can be included more than one participant and structure of them varies), approve of material by director of Department (can be return, reject or approved). We plan that this collaboration do in Confluance.
Process proceed to Executive Manager of Board in charge for department from which material is coming. Executive Manager can return, reject or approve materials or candidate for live session of Management board.
If material is approved by Executive Manager materials parallel go to other two Executive director who can approve materials or candidate for live session of Management board.
If all of them approve, material is finally approved. If some of them candidate it for live session of Management board materials
All materials candidate for live session of Management board come to secretary who makes put them on Agenda for next live session and after agenda is complete inform Management board (3 Executive Manager) about agenda.
On live session materials can be return for improvment, rejected or approved. Approved materials can be with changed decisons than proposed and that is final decision.
All materials can be converted to do list with date and in charge person and TO DO list is 1.point of every agenda of live session.
After live session it is prepared Report with decision and most important comment.
Report is sent to Board member for final confirmation of it, and if it not confirmed it become 1. point in agenda for next live session.
All users of application are in domain and managed with Active Directory. All user are part of department with department director. Departments are in charge of one Exective directors.

We want to try with freelancer or agency who have experience in financial sector or with same issue.
