Penny Auction Site Development

We are looking for a auction site where customers earn credits by doing CPA (cost per action) from the site, customers will watch videos, download software, take surveys, fill out applications, etc. and be able to bid on auction style products with there credits. We will need this advertising portion (CPA) incorporated into the a created auction script (similar to a penny auction script?) that would be able to changed/modified later. Would also like the option for customers to buy bids. Please reply to the job with what your job outline, type of script/language , DB , etc. and features. We do need it designed for desktop and mobile devices. We need it uploaded to a server so we can see the front and back with sample graphics ,etc. We will hire a graphic designer to do custom graphics once completed. We would also like a per hour price for future maintenance and changes.

I will be able to buy a penny auction script to save a lot of time and money, I will need you to install the script and then make needed changes, etc, which shouldnt be much. The biggest thing I see is to incorporate the bids customers accumulate by watching and performing advertising CPA to there account. I am looking at a few scripts. Here is one I am looking at, any feedback would be appreciated, we will need it where changes can be made and can add the CPA bids. For example I will give each task or CPA a number of bids, so if someone fills out a survey they would get 3 bids added to there account, etc. They will be able to get bids that way or buy them.
