Programmer or Developer needed for creating a responsive solar calculator.

We are looking for either a programmer or developer to develop a solar calculator similar to energysage solar calculator. This will reside on a solar panel installation companies website, so the feature within step 2 will only be directed to one specific solar company. Step 1 is what we are looking for help on; implementing the home address, itll be residential and commercial only. We do like how Google maps is being used to do this and would like to do the same. Listing the average monthly electric bill criteria, then clicking on calculate to show results. The next screen displays the users estimated savings if they go with solar panels. This feature here is what we want. Step 2, can be a contact form that goes to the client listing the customers information and if possible carrying over the credentials they entered into the calculator via email.
As far as budget, this is something we can talk more about. I did list $5000, but if its more or less, lets talk details.
