Statistician/Econometrician to create time series & related of caselaw and population in US states

Im looking for an experienced statistician/econometrician/data analyst to do what I suspect is pretty basic analysis of data I have about the number of cases in US state courts from about 1975 to 2018, and population in US states. My hypothesis comes from reading Geoffrey Wests interesting book Scale: The Universal Laws of Life, Growth, and Death in Organisms, Cities, and Companies. West argues that there are universal laws of scale in many social phenomena. So for utility systems, gas stations, length of roadways, and the like-- these scale sub-linearly w/r/t the size of the city looked at. NYC may be 2X as big as LA, but it does not have 2X as many gas stations, utility conduits and so on, but only [(1.x)LA] as much, as predicted by a sub-linear scale. But other social phenomena super-scale. So NYC has about 2x the population, but will have *more* than 2x as many cell phone calls, violent crimes, conversations, and so on. These things scale super-linearly. I wondered whether these scale laws applied to legal phenomena. I hypothesize that number of cases will be like cell phone calls or violent crimes, i.e. super-linear. I have population data for 50 US states from 1975-2018 and same for cases. Later I hope to get data about quantities of state regulations. These I hypothesize will scale sub-linearly.
