Required software development,Website Development freelancer for android/apple developer needed to complete/update an incomplete "multimedia/social media" app. job

Hello. Aspiring developer here -still very much learning- and hoping to get help finishing a multimedia project I've been working on. It's your basic social media app that gives people the ability to post pictures. Decent amount of progress made in terms of layout, database, and photos.
I'm looking for developers that can implement a camera2 api similar to snapchat or Instagrams one handed zooming- possibly add canvas drawing on media? I'd also like to implement a similar story posting function that you can click through. Currently you are only able to post photos. I'd also like to implement location, 3rd party ad's, and the ability to post video's as well as pictures(pictures are currently working). And finally, would like help with bug fixes and finalizing database logic for users/friend/follower system.

I would also like to port to apple eventually but not sure how much more that would require in budget but willing to negotiate.
