Required Engineering,Computer Engineering,Software Architecture freelancer for Building Surveyor job

I'm looking to get some initial advice on whether I can put a second story on the front section of my house. You can see in the photo is on three split levels, so just the first and highest level I would add to. The addition would be with a flat roof. Given the existing roof is pointed and quite high, I'm curious about any height restrictions or any other building permit issues that might be a drama.

Just looking for advice ATM to save me doing some drawings and then getting knocked back potentially. I'm in the Moreland Council in Victoria, so you should have experience dealing with them hopefully
